Environmental Considerations

Both units are equipped with flue gas desulfurization technology, enabling the plant to operate efficiently while minimizing emissions. This technology allows GNPD to utilize various types of coal, providing flexibility and competitiveness in energy pricing while addressing environmental concerns.

As the largest coal-fired power plant in the Philippines, GNPD plays a crucial role in meeting the country’s growing energy demands. It supplies approximately 7% of the combined energy requirements of the Luzon and Visayas grids, highlighting its importance in the national energy infrastructure.

Project Role

Working within the Project Development and Execution Team the assigned responsibilities include the following key activities:

  1. Monitoring Construction Work: Conducting on-site evaluations to ensure adherence to Prudent Utility Practices, especially considering the experience with Chinese contractors.
  2. Project Approvals Support: Involvement in project approvals. Review and comment on any submittals.
  3. Change Order Support: Providing common-sense evaluations for change orders. Support includes understanding and informing owner’s management about change orders when necessary.
  4. Payment Requests Review: Reviewing payment requests based on direct site verification.
  5. Vendor Payment Support: Offering support in vendor payment issues and potentially addressing modified payment plans to ensure vendor relationships and community relations.
  6. Site Monitoring and Commercial Impacts: Addressing both site monitoring and commercial aspects, with financial, legal, and procurement support from the Coal BU when necessary.
  7. Handling Legal Claims: Legal issues, such as notices of lien, with escalation for major claims requiring board approval.
  8. Document and Correspondence Management: Overseeing significant correspondence and maintaining document control.
  9. Operational & Maintenance Manual Reviews: Conducting O&M manual reviews as required.
  10. Onshore Construction Management Assistance: Providing assistance when requested, particularly during commissioning phases.
  11. Owner’s Representative Nomination: Identifying and confirming the Owner’s Representative role.
  12. Construction Reports: Review and comment on monthly construction reports.
  13. Document Control System Access: Managing access to and navigating the document control system (Syncplicity) to ensure proper documentation flow.
  14. Site Access and Documentation: Ensuring that GNPD provides the necessary site and documentation access for effective oversight services.

These responsibilities were divided among team members based on expertise and access, with some tasks being more commercially focused and others requiring technical, on-the-ground presence.
