Land Acquisition Opportunities for Power Infrastructure and Economic Development

As part of our long-term energy and infrastructure strategy, we are issuing Requests for Proposals (RFPs) to identify and acquire strategically located land parcels for the development of behind-the-meter combined cycle gas turbine (CCGT) power plants and supporting facilities.

We are currently pursuing three development tracks – 300 MW, 600 MW, and 1200 MW – each designed to anchor new industrial ecosystems powered by efficient, locally generated energy. These projects will serve as mini-grids, delivering low-cost, reliable power directly to co-located data centers, advanced manufacturers, and critical infrastructure operators.

Who Should Respond

We welcome submissions from:

  • Landowners and real estate developers
  • Local governments and economic development agencies
  • Utility companies and industrial site managers
  • Operators of decommissioned power or manufacturing facilities
What We’re Looking For

Each project requires two types of land parcels:

  • Plot 1: A site suitable for building a natural gas-fired CCGT power plant. Must be near or directly connected to grid infrastructure and a reliable water source. Former industrial sites, especially those with substations and gas line access, are ideal.
  • Plot 2: One or more nearby parcels for data centers and/or manufacturers to build new facilities powered by the plant. These sites must have access to water and sufficient acreage for high-load operations.

Our goal is to repurpose underutilized land, optimize transmission costs, and build self-contained power ecosystems that attract world-class industrial users and data-driven enterprises.

ProjectProject Name: 300 MW Gas Turbine Combined Cycle Mini-Grid Development

OverviewOverview: We seek land for a 300 MW behind-the-meter combined cycle gas turbine (CCGT) power plant and nearby parcels for industrial end users (data centers and manufacturers) who will operate within the mini-grid.

PlotPlot 1 – Power Plant Site

  • Size: Minimum 60 acres
  • Water Requirement: 900 million gallons per day (MGPD)
  • Gas Flow: 45 MMscfd
  • Grid Access:
    • Must be adjacent to or on-site with an existing substation and switchyard
  • Preferred Site History:
    • Former coal plants
    • Retired gas/nuclear stations
    • Decommissioned industrial plants

PlotPlot 2 – Data Center / Manufacturer Site

  • Size: 60+ acres
  • Water Requirement: 110 MGPD
  • Proximity: Within 2–5 miles of Plot 1
  • Zoning: Must permit data centers or industrial facilities
  • Requirements:
    • Reliable water source
    • Accessible for new transmission line connection
    • Preferably with existing road and utility infrastructure
ProjectProject Name: 600 MW Gas Turbine Combined Cycle Mini-Grid Development

OverviewOverview: We seek land for a 600 MW behind-the-meter combined cycle gas turbine (CCGT) power plant and nearby parcels for industrial end users (data centers and manufacturers) who will operate within the mini-grid.

PlotPlot 1 – Power Plant Site

  • Size: Minimum 60 acres
  • Water Requirement: 1700 MGPD
  • Gas Flow: 85 MMscfd
  • Grid Access: Substation/switchyard must be adjacent or on-site
  • Preferred Site History:
    • Large-scale foundries
    • Retired fossil plants
    • Heavy industrial facilities with existing utility tie-ins

PlotPlot 2 – Data Center / Manufacturer Site

  • Size: 120+ acres
  • Water Requirement: 220 MGPD
  • Proximity: Within 3–7 miles of Plot 1
  • Requirements:
    • Access to a substantial water source
    • Suitable for high-power-load operations
    • Transportation access and zoning for data/industrial use
ProjectProject Name: 1200 MW Gas Turbine Combined Cycle Energy Hub

OverviewOverview: We seek land for a 1200 MW behind-the-meter combined cycle gas turbine (CCGT) power plant and nearby parcels for industrial end users (data centers and manufacturers) who will operate within the mini-grid.

PlotPlot 1 – Power Plant Site

  • Size: Minimum 60 acres
  • Water Requirement: 3400 MGPD
  • Gas Flow: 170 MMscfd
  • Grid Access: Substation/switchyard must be on-site or immediately adjacent
  • Preferred Site History:
    • Decommissioned coal/nuclear/gas plants
    • Chemical refineries or heavy manufacturing zones
    • Sites with major interconnect potential

PlotPlot 2 – Data Center / Manufacturer Site

  • Size: 240+ acres
  • Water Requirement: 440 MGPD
