The Toledo Power Complex, operated by Therma Visayas, Inc. (TVI) - a joint venture between Aboitiz Power Corporation and Vivant Corporation - is a 334 MW coal-fired generating station in Toledo City, Cebu, Philippines. The plant uses Circulating Fluidized Bed (CFB) boiler technology and Best Available Control Technology (BACT) for emissions, with a coal dome storage facility for fuel containment and a Continuous Emission Monitoring System (CEMS) feeding real-time data to government regulators. A third unit is in development, with site construction having begun in 2025.
Smartland's leadership worked alongside the Aboitiz Power Project Development and Execution team to manage site construction and commissioning across both 167 MW units, and supported the project development scope for Unit 3.
The procurement-relevant signals: working inside Aboitiz Power's project framework rather than as an outside contractor required operating to the off-taker's cadence, governance, and reporting standards directly - the same posture our team takes today inside a behind-the-meter offtake. The CFB and seawater treatment systems on the Toledo site also exposed the team to operating equipment with multi-fuel flexibility and demanding water-side chemistry - both relevant to industrial CHP campuses where similar equipment is part of integrated thermal recovery.
