In early 2024, our Smartland Energy team embarked on an ambitious project to explore the potential acquisition and redevelopment of the Brainerd Hydroelectric Power Plant (Brainerd P-2533) in Brainerd, Minnesota. Our vision was clear: acquire the plant, modernize its capabilities, significantly increase its generating capacity, and sell the power directly to behind-the-meter customers. The journey unfolded in detailed stages, each essential for thorough decision-making and successful project execution.

Stage 1: Initial Visit And Technical Assessment

Our initial visit to Brainerd was exploratory yet highly technical. Led by myself and Richard Hubbard, our Energy Systems Expert with over three decades of experience, we toured the hydroelectric facility, which has been operational since 1917. With five generating units totaling 2.9 MW of capacity, the plant operates as a conventional, run-of-river hydropower system on the Mississippi River. We thoroughly documented the physical condition and technological state of the infrastructure, noting areas ripe for potential modernization and capacity expansion.

Stage 2: Comprehensive Due Diligence

Following our initial assessment, we initiated rigorous due diligence. We crafted detailed redevelopment and business plans, considering critical factors such as regulatory compliance under its current FERC license (P-2533, expiring in February 2023), environmental implications, and financial viability. This process helped us identify incremental steps necessary to upgrade the plant’s generating technology and meet contemporary standards.

Stage 3: Technical Feasibility And Financial Modeling

Our engineering team undertook detailed technical analyses aimed at assessing potential upgrades to the plant’s hydraulic turbine-generator units. With a current average annual net generation of approximately 15,142 MWh, our goal was to significantly boost the plant’s capacity and efficiency. Concurrently, the financial team developed comprehensive models evaluating the potential revenues from increased energy output, redevelopment costs, maintenance expenditures, and projected profitability over the plant’s operational life cycle.

Stage 4: Market Analysis And Regulatory Compliance

Smartland Energy is committed to adhering strictly to regulatory compliance and sustainable market practices. We collaborated closely with Brainerd Public Utilities, which currently owns and operates the plant, examining the existing transmission and distribution infrastructure. Detailed consultations with local officials focused on the viability of selling power directly to behind-the-meter consumers and understanding the regulatory landscape under the FERC framework.

Stage 5: Strategic Decision And Final Evaluation

After exhaustive analyses, our strategic team met to review findings from the detailed technical, financial, and regulatory assessments. Despite recognizing substantial potential benefits, our comprehensive analysis indicated that acquiring the Brainerd hydro plant was not strategically optimal under our stringent financial and operational criteria at this juncture.
